HOLDING PEOPLES' SALARY ON ACCOUNTS TO EARN INTEREST IS INHUMANE


I have learned and read about officers responsible for disbursement of funds creating accounts on which they hold either people's salary or project money for months in order to earn an interest on the same. Project activities will stall and employees will not receive their salary for months just because some selfish individual is holding their money for his own benefit.

Holding people's money first is wrong because they need to earn for the work done and it is unfortunate that some individuals will turn this into a fortune by making others suffer painfully waiting for money all in vain.
These same officers usually use the excuse of late disbursement and yet the money was released.
It is unfortunate that the Banks also allow these lucrative deals at the expense of others.

The Permanent Secretary of Ministry of Finance promised to investigate the same and come up with an appropriate solution and hope it is soon. Immediate investigations should be carried out to find out why monies always delay to reach the intended beneficiaries or projects otherwise! This is corruption that has to be dealt with at that level.

I therefore call upon the vigilance of the workers to monitor their funds and also the Donors of these funds to monitor these funds and also Ministry of Finance should have a robust mechanism to investigate this new theft!!!

A Corrupt free Uganda is everyone's duty!!!

The Computer Misuse (Amendment) Bill 2022 cures no mischief

  By Michael Aboneka Jr Hon. Muhammad Nsereko sought leave of Parliament to table an amendment bill to the Computer Misuse Act in February 2022 and has now tabled the bill on the floor of Parliament. In my view, there is nothing new that the new law is seeking to cure and I am waiting to read the Regulatory impact assessment and the justifications thereof beyond public debates.  From the proposed long title of the bill, objectives and the clause on defects in existing law, it is not clear and specific enough of what mischief the bill intends to cure.
